From 1 June 2015, the only method of classifying and labelling chemicals to apply in Europe will be that based on the United Nations’ Globally Harmonised System (GHS) (i.e. CLP Regulation (EC) No 1272/2008, which replaces the Dangerous Substances and Dangerous Preparations Directives). Obligations under the CLP Regulation are similar to those under previous EU legislation, but there are important differences and many substances and products will need to be re-classified and re-labelled to comply. …Proposals for the harmonised classification and labelling of nicotine, three cadmium salts and one herbicide

Under Regulation (EC) No. 1272/2008 on classification, labelling and packaging, there is a legal obligation for suppliers to evaluate the hazards of chemicals (substances and mixtures) to be placed on the market, and to classify and label them appropriately. An option also exists for Member State Competent Authorities or industry to propose a harmonised classification and labelling of a substance across Europe. Following submission of a CLH dossier, ECHA organises a public consultation period of 45 days. Under this scheme, proposals have been submitted by the Dutch and Swedish authorities to standardise the classification and labelling of nicotine, clethodim, and cadmium carbonate, nitrate and hydroxide.

Following proposals from the Austrian, French, Norwegian, Swedish and UK authorities, ECHA’s Committee for Risk Assessment (RAC) adopted opinions relating to the harmonised classification and labelling of:

  • bendiocarb
  • carbetamide
  • chlorophene
  • fenpyrazamine
  • linalool (and its d- and l- isomers)
  • thiacloprid
