Opinions adopted by the Scientific Committee on Consumer Safety assessed Basic Blue 99 and dimethylpiperazinium aminopyrazolopyridine hydrochloride (A164) for their use in hair dyes. The proposed use of A164, resulting in a maximum on-head concentration of 2%, was considered safe. A conclusion on the safety of Basic Blue 99 at 1% on the head could not be reached due to the large variability in composition of this substance between batches, and the fact that the toxicological data available to SCCS did not relate to the material specifications provided for the current assessment.
